DSIPST Library
The Central Library began its existence in 2023. Since then, it has grown in size and content along with the Dr. Sudhir Chandra Sur Institute of Pharmaceutical Science & Technology to take the present Shape. The Library has more than 1073 books (according to Accession Register), 05 Newspaper and 06 Magazines are purchased by the Library on regular basis. Besides these, 02 carrier oriented Magazines and 01 carrier oriented newspapers are purchased regularly for students so that they make prepare themselves for different competitive examinations.
Capable of accommodating 50 students, the DSIPST Library have E-journal, E-Books, magazines, Newspaper, dictionaries, career guide books, ready references and previous years’ question papers (Online + offline). The library provides a free and congenial atmosphere for sharing awareness, wisdom and information.
The whole Library is under the surveillance of CCTV.

Overdue & Loss of Books
- Overdue Charges: ₹5/- per day for overdue books.
- Damage or Loss: Replacement by a new copy of the same document.
Library Rules & Regulations
The Library of Dr. Sudhir Chandra Sur Institute of Pharmaceutical Science & Technology welcomes all its members. To maintain a productive and respectful environment, we ask users to adhere to the following policies and regulations.
Members are expected to exercise self-discipline, respect, and consideration for others when using the Library facilities.
- Students must carry their College Identity Card at all times in the Library and show it upon request by library staff, especially during book issue and return.
- If the photograph on the Identity Card is faded or misprinted, students must present an alternative photo ID (PAN Card, Driving License, Voter ID, Aadhaar Card, Passport, etc.) for identity verification.
- Demanded books will not be re-issued or interchanged once issued.
- Broken or damaged ID Cards are not accepted for book issuance.
- Any damaged, marked, or missing pages in books should be reported to the Library In-Charge at the time of issue; otherwise, the last borrower will be held responsible.
- Books can be recalled at any time if urgently needed by other users.
- Loss of Library or ID cards and books must be reported immediately to the Librarian in writing.
- For lost or damaged books (e.g., torn pages, missing pages, loss of binding, water damage), patrons must pay twice the cost of the book along with any overdue or other applicable charges.
- The entire volume cost will be charged if the lost/damaged document is part of a multi-volume or issue set.
- Students are requested to clear overdue books before their End Term Examinations; otherwise, the library will forward dues to the concerned school for further action.
- Strict silence must be maintained inside the Library.
- All students must present their identity cards upon entering the stack room.
- Personal books, files, and notebooks are allowed inside the Library Reading Room; all other belongings, especially bags, must be deposited at the security desk. Students are responsible for their belongings, and the library authorities will not be liable for loss or damage.
- Students must switch off their cell phones before entering the library.
- Students may borrow only TWO books at a time for reading purposes.
- Tearing sheets from books or newspapers is strictly prohibited and punishable. Members must inspect books before leaving the counter and report any damage immediately, or they will be held responsible.
- Books issued for reading must be returned the same day within library hours.
- Students failing to return issued books the same day will be penalized and will not be allowed to borrow books for reading or lending in the next semester.
- The Library Reading Room is open Monday to Friday from 8 AM to 8 PM and Saturday from 8 AM to 4 PM.
- Students found violating library rules, misbehaving, or disturbing others will be asked to leave, and their cards may be forfeited.
- Readers have free access to books and periodicals on open shelves.
- Books can be borrowed only against a valid Library Card or Identity Card.
- Students may borrow up to FOUR books for 15 days for lending purposes.
- Books must be returned by the due date; otherwise, a fine of Rs. 5 per day will be charged from the following month or semester.
- Fines must be cleared before borrowing new books.
- Fines can be reduced or waived by the Principal on reasonable grounds upon recommendation by the Librarian.
- A fine of 00 paisa per day at the exam time (from 15 days before the semester examination and up to the end of the examination with a grace period of two days).
- Loan periods can be extended twice, for 10 days each time.
- Only books meant for lending can be borrowed. Reference books are not issued but can be studied within the library.
- If a book is lost, it must be replaced by the borrower; overdue charges will also apply. If unable to replace, one and a half times the book cost plus overdue charges will be collected.
- If the book price is unavailable or the book is out of print, a 10% price increase per year will be charged, up to three times the original price, with a 45-day replacement window.
- The cost of the complete set will be charged if a single volume from a set is lost and cannot be replaced separately.
- In cases of theft or torn pages, the replacement charge is 10 times the original cost (max Rs. 2000). If the original cost exceeds Rs. 2000, the borrower must pay the original cost plus Rs. 500 penalty. Serious offenses may lead to suspension of library privileges.
- Final year students must return all borrowed books, surrender library cards upon course completion, and obtain a “No Dues Certificate” from the Librarian. Failure to do so will result in withholding of caution money refunds.
- All college members must obtain Library Clearance before leaving the institution.
- Faculty and Staff can borrow books from the library only against a valid Library Card or Identity Card.
- Faculty and Staff may be issued a maximum of SIX books for ONE SEMESTER only.
- Books must be returned by the due date and certainly before the start of the new semester.
- If a book is in high demand and not available in the library’s ready stock, the faculty member must return the book within seven days of receiving intimation from the Librarian.
- Only books meant for lending can be borrowed. Reference books are not issued.
- Faculty and Staff are requested to return or renew overdue books within the specified time limits.
- Library cards are not transferable and must be returned before leaving the job.
- Lost or damaged books must be paid for at the rate determined by library authorities or replaced by the borrower within the time specified by the Librarian.
- Faculty and Staff may borrow only TWO books at a time for reading purposes.
- Books issued for reading must be returned the same day within library hours: Monday to Friday 9:45 AM to 5:45 PM, and Saturday 9:45 AM to 1:45 PM.
- Visiting Faculty can also borrow books for reading purposes only, and these books must be returned the same day.
- All college members must obtain Library Clearance before leaving the institution.
General Rules for Visitors
- Visitors or guest members from other academic or research institutes are allowed to use the library only for a short period with prior permission from the Librarian.
- Guest members must produce valid proof of identification.
- Borrowing facility is not available to visitors.
Open Access System
Our College Library follows an open access system, allowing users to directly access racks and select books of their choice for issue and reference.
Digital Library
The College Library maintains a digital library with free internet access for students and staff. DSIPST Central Library is also subscribed to DELNET for expanded resources.
Reprographic Facility
A Xerox machine is available in the library. Students can get Xerox copies by submitting Xerox coupons purchased from the college office at Rs. 1 per copy.
Library Books Procurement
- Faculty members should check the Library for required books after their subjects are assigned.
- If the desired books are unavailable, faculty must submit a book recommendation form approved by the respective HOD as soon as possible.
- To maintain quality, local publication books should be avoided.
- Faculty must suggest book quantities according to the "One Copy per Five Students" policy, ensuring the syllabus coverage.
- Books should be chosen cost-effectively to meet subject needs. For books costing over Rs. 5000/-, only one copy will be purchased by the library.
- Expensive books will be purchased as needed by the department without price constraints.
- Library purchases will follow departmental requirements regarding quantity of volumes and titles.
- Faculty are advised not to promote a single author's book due to limited copies; alternative authors should also be recommended.
- The Library will finalize the book list within one week after checking for duplicates and obtaining clearance from the appropriate authority.
- Approved book lists will then be forwarded to the Procurement Department for processing.
Security Measures
To ensure the safety and preservation of library books and other resources, the Library is under constant CCTV surveillance. This system is in place to maintain discipline, prevent misuse, and safeguard library assets for all users.
